Payne was born in 1919 to parents who were both authors. She grew up to become a writer herself, penning books for children for almost thirty years such as Katy No-Pocket and Johnny Groundhog's Shadow. With her mother, Christine Noble Govan, Payne also wrote over twenty mystery books.
