An ordained teaching elder in the Mississippi Valley Presbytery, Purcell was one of the first missionaries to move to Russia in the 1990s. He is the pastor of the Reformed Presbyterian Church of St. Petersburg and director, as well as the primary instructor, at the Reformed Seminary of St. Petersburg. Teaching in Russian, Purcell is reaching a wide variety of students from all over Russia. Purcell has also organized the group CREC, the first Presbytery of Reformed Churches. He continues to live, teach, and preach in Russia with his wife and their six children.
